The Position:

has been retained by on the recruitment of their newest Executive Director. Multi-Material Stewardship Manitoba (MMSM) is a not-for-profit, industry-funded organization responsible for supporting and funding residential recycling programs for packaging and printed paper across Manitoba. Acting on behalf of manufacturers, retailers, and other organizations that supply these materials, MMSM is committed to reducing environmental impact through effective recycling strategies. The organization provides strategic oversight, operational coordination, and ongoing education to ensure a sustainable recycling system for Manitobans. With a strong focus on collaboration, compliance, and innovation, MMSM plays a vital role in improving recycling outcomes and supporting communities across the province in their sustainability goals.

The Executive Director (ED) will lead an innovative, forward-thinking organization making a measurable difference in recycling and sustainability across Manitoba. Reporting to the Board, the ED is responsible for developing and successfully implementing the stewardship program’s objectives and for the oversight of operations, people and initiatives. The ED has P&L responsibility for the programs and ensures complete financial and operational performance is reported to the Board and its Committees.

The ED will oversee all aspects of provincial operations and ensure sound financial management with a commitment to fiscal prudence, while supporting a rapidly growing organization. The ED is responsible for overall management of the local office and staff as well as the ongoing continuous improvement of operational performance to maintain the confidence of stakeholders in the team’s ability to deliver on provincial regulatory requirements efficiently and effectively.

Key Responsibilities:

• Cultivate strategic relationships to enhance MMSM’s visibility and influence within the industry, broader community, First Nations communities, municipalities, and government.
• Develop, implement, and manage collection networks that align with the provincial regulatory requirements, program plan commitments, operating budgets, and targets, ensuring full alignment with company strategy.
• Manage supply chain performance by keeping pace with innovations in collection strategies and best practices.
• Lead the annual planning process to inform program plan renewals, annual budgets, and operational priorities.
• Oversee financial and operational performance, ensuring delivery of annual operating plans within budget.
• Oversee collection procurement strategies and lead service provider negotiations to ensure competitive rates.
• Develop and maintain service provider agreements, procedures, protocols, key performance indicators and scorecards to monitor performance and ensure consistent application of program requirements, including service level performance, ensuring accountability and value for producers and stakeholders.
• Identify stewardship program performance gaps and oversee development of corrective actions and continuous improvement plans.
• Lead team expansion, integrate existing and new staff, and foster a positive, collaborative culture through organizational transformation.
• Oversee hiring, performance management, and staff development while ensuring priorities remain focused on the delivery of goals and commitments.
• Foster an inclusive, cooperative, and collaborative culture within the region, across other regions, and with the national team, modeling company values.
• Collaborate with Circular Materials and other provincial teams to prepare for further national integration and harmonization of priorities.
• Support engagement, marketing, and communications goals with a focus on resident education, program awareness, research, and strategic partnerships.
• Lead government relations at the regional and provincial levels, maintaining deep knowledge of legislation and regulations, and securing support from elected officials as required.
• Facilitate excellent working relationships with service providers, industry working groups and associations, community groups, and other relate parties.

Qualifications:

• Post-Secondary Education in Business Management or a related field.
• 7 to 10 years leadership experience in an operational environment relating to manufacturing, logistics, or other supply chain heavy industry
• Proven Experience in contract negotiation, supply chain, and organizational transformation.
• Strategic leadership skills with experience leading an organization.
• Results driven and oriented with a track record of evidence-based decision making.
• Expertise in stakeholder relations with demonstrated history of inclusive communications, transparency, and accountability.
